i think IGN will give the number 1 spot to GTA4. 2nd would be Halo3 and 3rd Fallout3 or gears1.

Forza 3 might be the second highest rated exclusive, but that's because it's judged on the standards set by other racers.It's not equal to a 95 for an FPS, RPG or RTS, three genres that constantly raise the standards. Also, exclusive means nothing. A game is a game, regardless of if you can play it on the PS3, PC or Wii.

I find it funny when people whine about lists like this. The only way you're going be in 100% agreement about any list is if you wrote it yourself.
